The Russian Navy try to launch the Bulava missile today but it wasn't successful.
"This will be a qualification launch. If it is successful, apreliminary decision to put Bulava on alert in the Navy and to start itsserial production will be made. Tests are expected to be completed next year," the announcer of the Russian Navy said a few day ago. Unfortunately for them, they failed. It is the fifth time, according to the Russian government's document.
They said they're going to try more in 2009. I don't suggest any country (including America) spend to much money on weapon developing unless they have a fine plan of how to deal with the old weapons. Every year, the US government spends more than billions of USD dealing with those weapon issues, so does the Russian. If the government don't spend so much money on the weapons, it will have more money to help the general public.

They did not exactly fail to launch the missile; it malfunctioned while already fired from the submarine.
