Guantanamo Bay
As we all know, one of President Obama's policies is to shut down Guantanamo Bay prison. On Wednesday, the Federal Government of Switzerland said "it welcomed the expressed intention of U.S. President Barack Obama to close the prison and would investigate security and legal implications of possibly taking in detainees". But that can also cause lots of problems. Those prisoners are usually considered "cruel"; also, most prisoners are not accepted to go back to their own coutries.

Shutting down Gitmo would probably force those captured to start up a new place somewhere else. With the facility off the Bay, though, there could be a little Hong Kong beside Cuba.
